The Geneva office is designed specifically to promote international collaboration, academic partnership, and the prevention of future misappropriation of advanced propulsion knowledge. Its location near the European Space Agency and CERN reflects a deliberate institutional commitment to multilateral engagement.
Switzerland was chosen for what it represents as much as for where it sits. Neutrality is an operating principle here, not a location preference: the institution holds no political affiliation and makes no endorsement, and propulsion knowledge of consequence should sit somewhere trusted by more than one bloc. The Geneva presence is planned; no affiliation or agreement with any European institution or agency is claimed or currently in place.
Fundamental scientific understanding is treated as a global public good held in stewardship rather than ownership — knowledge that should outlive any single program, company, or era. That posture is bounded, not unlimited: controlled technical data remains governed by U.S. export-control law and contractual obligation, and nothing here represents a commitment to publish restricted work.
