Senior Program Manager (Aerospace Programs)
About the Role
Monarch Space Systems seeks a Senior Program Manager to lead federal aerospace engineering services program execution within the Programs Division. The SPM will serve as the primary customer interface and internal execution lead for one or more multi-disciplinary engineering programs, maintaining schedule, cost, technical performance, and compliance integrity throughout the program lifecycle for NASA and DoD space systems programs. Primary location is Cleveland, Ohio.
Responsibilities
- Lead end-to-end aerospace program execution including planning, scheduling, cost management, and delivery across engineering services engagements
- Serve as primary point of contact for government customers and prime contractor program offices
- Maintain CDRL-compliant technical deliverable management and documentation discipline
- Lead program reviews, Integrated Baseline Reviews (IBR), and customer milestone briefings for space systems programs
- Apply Earned Value Management (EVM) principles to maintain cost and schedule performance visibility
- Manage subcontractor performance, integration, and compliance under applicable flow-down clauses
- Coordinate mission assurance, risk management, and corrective action processes for mission-critical systems
- Ensure ITAR/EAR and CUI compliance across program activities and personnel
- Interface with quality management, configuration control, and institutional governance processes
Ideal Candidate Profile
- Bachelor's degree in Engineering, Systems, or related technical field; Master's preferred
- 8+ years of program or project management experience in aerospace, defense, or government contracting
- PMP certification or equivalent credential
- Demonstrated experience managing multi-disciplinary engineering teams under federal contracts for aerospace systems
- Familiarity with FAR, DFARS, EVM, and government program management standards
- U.S. citizenship required; active or clearance-eligible preferred

Preferred Qualifications
- Experience with NASA or DoD program execution at prime or Tier-1 subcontractor level
- Familiarity with IBR, CAM-level planning, and EVMS compliance
- Background in propulsion, systems engineering, or advanced technology programs
- Experience with IMI or equivalent program performance transparency systems
