Governance and Responsiveness Are Not in Tension

Governance is often assumed to slow an organization down. In practice, the opposite has been designed for here: because controls are documented and internal processes are carried by governed systems, direction can be revised quickly without losing traceability. Priorities, staffing, and technical approach can change as conditions change, while safety, mission assurance, configuration control, export-control review, government representations, and audit records proceed at the pace rigor requires.
